Request for Review of “Nuisance Alarm Ordinance”

In light of the on-going danger to the Fire Fighters and the Public, coupled with the on-going increases in the cost fuel, we would like to again request the review and drafting of an ordinance concerning nuisance fire alarms.  This might be further broadened to include burglary alarms as well.

There seems to be an overwhelming lackadaisical consideration by many businesses as well as educational facilities where their fire and burglary alarms are concerned.  First responders are forced to consider that an alarm is a “worst-case scenario” until they are ascertained otherwise.  We often respond to these assumed emergencies, only to be met by staff, who sometimes think that it is funny for us, police, and ems to have responded, in the emergency mode, to what was nothing more than a faulty alarm system.

Any one of these responders could be involved in a motor vehicle crash, that will involve the public, potentially injuring the fire fighters, police officers or ems personnel or an innocent bystander, as well as potentially destroying a very costly emergency apparatus.

We feel that it is worth the effort to develop and implement and ordinance that, at least, makes and effort at protecting our emergency responders.  We have included a copy of the proposed ordinance which was first brought to council in December of 2005 and never acted upon, please consider this draft as a launch-pad for and ordinance that will serve the best interest of the responders and public. 

 

Current and incoming Council Invited to Open Gathering

All Current and Incoming City Council Members are Cordially Invited to the New Martinsville Volunteer Fire Department for an open gathering, Saturday, June 28th, 2008 at 10:00 am at the Ohio Street Fire Station.

As you continue or embark in your service to our community, we would like to take this opportunity for you to meet some of your fire fighters, fire department officers and provide you with an opportunity to see the work that we have done and what work lies ahead of your fire department.

 Fire Department Website is “Re-Launched”

 The Fire Department website has been re-launched and is currently being re-developed and expanded.

Fire Fighter, Fred Gaines, who has been with the department for little more than a year has taken over the website development and is doing an excellent job with the site.

Fred is a private jet pilot and one of our many dedicated individuals who volunteers their time to make your fire department a better organization for the whole community.  He has likely put well over 100-hours into the development of the site since taking it over approximately 3-weeks ago.

You can find us on the World Wide Web at (www.fdnm.org).  You will find current events, fire prevention information, apparatus photo’s, personnel biographies, outdoor burning information and much more on the site.

  

Permission to Raze Training Building Requested

The department would like to request Council’s permission to Raze the departments 2-story, concrete block training building.

When originally constructed, there was between 4 ½ - 5 feet of ground between the top of the river bank and the building, now the building is at the top of the river bank.

The erosion of the river has led to the splitting of the foundation, stair-step breaks in the block walls, and separation of the roof.

The department would like permission to use the fund derived from the selling of the interior steel of the building to be used for the rental of a “track-hoe” that will be needed to demolish the building and separate it materials.

The department would also like to request the use of a dump truck from either the street department or water/sewer departments for removal of the debris.

 

Permission to Dispose of the Departments 1994 “Type II” EMS Unit

The department would like to request council’s permission to dispose of the departments 1994 “Type II” Ambulance.  This ambulance was used on very few calls in 2007 and has been deemed an unnecessary burden on the department’s Maintenance and Insurance line items at this time.

If we see a greater need in the future for such an addition to our fleet, we will make a request at that time, until then we would like to dispose of the vehicle in the best means possible, including selling the ambulance and putting the funds from its sale into our EMS Billing Account.  All of the new equipment the department purchased for the ambulance will be kept, including a new stair chair and cot, in the event we need to expand our services in the future.

 

 OEMS Licensure Inspection Planned

 

Inspection of the departments EMS services by the West Virginia Office of Emergency Medical Services, for licensure will be; Thursday, June 26th, 2008 at 1:30 PM.

 

Lt. Steve Yoho, has prepared the EMS aspects of the department operations for the inspection, we will due at least 2-reviews of the material prior to the inspection.
